Our client in Essex is looking for an Environmental Planning Officer to deal with duties relating to contaminated land and noise enquiries.
 
Purpose of Post
To perform duties associated with compliance and enforcement of legislation in respect of contaminated land and consideration of planning and licensing applications and inspection of premises subject to local authority air pollution permitting.
Main Tasks
1.    To prioritise and categorise for assessment contaminated land within the Borough area according to the risks posed to human health. To this end the following may be undertaken:-
a.     Carrying out historical research, inspecting records, maps and plans and extracting relevant information manually and on computer systems.
b.     Survey areas of the borough to collect information on contaminated land and undertake sampling and measurements as a part of site investigations.
c.      Compile, hold and update records, analyse and interpret reports, data and development proposals on contaminated land and Brownfield sites.
d.     Establish and maintain a GIS linked database for the storage and handling of information associated with land contamination and contaminated sites.
e.     Maintain a public register of remediation works on contaminated land.
2.    To implement the Council’s contaminated land strategy and assist in its periodic review.
3.    To assist in the identification of funding streams for contaminated land and the selection and engagement of external consultants for advanced site investigations, site-specific risk assessments and proposals and schemes for remediation, together with the evaluation of their results.
4.   To assess and comment upon the environmental impact, including noise, of planning applications and entertainment licensing applications and investigate commercial noise complaints.  Where necessary, prepare Committee reports and witness statements, for submission in court proceedings, planning enquiries and licensing hearings and, if required give evidence at hearings.
