Our client in Essex is recruiting for Environmental Health Officer (Housing and Environmental Protection) to start asap providing advice within public health, nuisance, pollution control, and private sector housing enforcement.

Duties

  • To deliver a professional response to service requests, routine inspections and investigation of complaints, keeping appropriate records and taking appropriate enforcement action.
  • Investigate complaints of poor housing conditions and undertake inspections of private sector housing to assess potential hazards under the Housing Health and Safety Rating System.
  • To undertake the inspection of HMOs in relation to the Council’s licensing function management regulations and to assess conditions in relation to the HHSRS.
  • Provide technical expertise on major and minor planning applications and all licensing matters.
  • Carrying out routine inspections including industrial installations, caravan sites, houses in multiple occupations and private water supplies.
  • Give advice to Planners on planning applications where there are environmental health implications that can either be controlled by planning conditions or would justify refusal.
  • Attend and give evidence at Committees and planning appeals where necessary.
  • Liaise with Licensing on applications submitted under the Licensing Act 2003 and attend Licensing, Appeals and Committee meetings.
  • Attend tribunals and court hearings as required by the functions of the post.

 

Experience and Qualifications

  • Degree or Diploma in Environmental Health (EHORB registered).
  • At least 2 years post qualification experience of working within a local government Environmental Health Team or similar.
  • Experience of undertaking property inspections and investigation of complaints of housing conditions and taking subsequent enforcement action.
  • Sound knowledge and experience of the regulatory framework guidance and good practice in relation to the Housing Acts Housing Health and Safety Rating System HMO legislation and associated enforcement legislation.
  • Proven experience within Noise and Contaminated Land and ideally have experience in responding to Major Planning Applications and Private Water Supplies.
  • Good knowledge of dealing with Contaminated Land, Acoustics and Private Water Supplies.
