My client is a Local Authority based in East Sussex, and they are looking for a Transport Planning Officer to provide highways and transport advice on their behalf (as Local Highway Authority) to their colleagues in the Council working as planning authority.

This would be on medium-sized major applications. The role would involve close working with planning colleagues who are based in the same building, and will require experience in analysing complex Transport Assessments along with wider knowledge and experience of highways and transport planning issues and the planning process.

Purpose of the Job

  • To assess planning applications for major developments of a reasonable size from a highways and transport perspective (on behalf of the council as Local Highway Authority)
  • To provide formal written observations on the above to the council as LPA to support their determination of each application.
  • To providing pre-application highways and transport advice for major developments, including written observations and attending meetings.
  • To assist in developing the Local Highway Authorities guidance to Applicants on Transport Assessments, Design Matters and other subjects.
  • To attend planning committee, where required, to advise on the transport aspects of applications that they have provided observations on.
    To be aware of and act in accordance with the Council’s Health & Safety Policy and agreed Codes of Practice.

Essential Criteria

  • Educated to NVQ level 4/degree standard or equivalent
  • Qualification in relevant subject, for example, Transport Planning, Civil Engineering, Planning.
  • Membership and/or Associate membership of relevant Professional Body ( e.g CIHT IHE/RTPI).
  • Knowledge of transport planning practice in the field of planning development control.
  • Knowledge of the development control process as it relates to planning.
  • Knowledge of other transport disciplines  and relevant duties including transport planning, traffic management and engineering, traffic signals, street lighting, road safety audit, public transport, highway maintenance and equalities.
  • Knowledge and experience of the functions, role and responsibilities of Local Authorities.
